      Mumbai RTO makes Helmet bonds mandatory to register bikes

      RTO has begun taking written affidavits from dealers as well as buyers of two-wheelers before registration of vehicles. "The buyer will have to give us a declaration on oath that he will wear a helmet and the seller will have to give an affidavit declaring he has sold a helmet along with the two-wheeler. Without the two, we will not register the vehicle," said an Andheri RTO official.

      The RTO official added, "We have been accepting affidavits while issuing driving licences wherein candidates would pledge that they will wear helmets. But the rule is not being implemented." Officials will now implement the new affidavit rule. Another official suggested that dealers can offer packages selling bikes and helmets together.

      Two-wheeler dealers said that they had been creating helmet awareness among bikers and asking them to buy one while purchasing vehicles.
