The 15 day phase-1 period resulted in reduction of congestion as well as drop in pollution levels. The second phase is believed to have been postponed in favour of not affecting the daily commute of school children especially those writing their board exams. However, the second phase will also seek to address the commute of school children in the long term as well as find a solution to the issue of circumventing the rules by owning cars with odd and even numbered plates.

Chief Minister Arvind Kejriwal, who has been a personal force behind the formula, recently chaired a meeting in this regard. He is believed to have asked all the departments concerned to bring forward any issues they have with regard to the two points before the implementation of phase 2. However, no decision has been made on two-wheelers coming under the ambit of the ban.
