Definitely not legal. But enforcement is very low key. Which traffic police department in the country even knows how to stop a car?

they are not legal avoid using colored ones .our traffic police is generally busy collecting money from truckwallas and tempos who bothers what kind of lights you are using unless you are unlucky enough to flash those lights on some senior officer's rear view mirror,then they remember all the sections in the rulebook.

yes , we don't have to bother about the legal part or being caught by the cops... but i fail to understand , why would you want to need it ? these light dazzle & blind the motorist's from the opposite side , which lead to accidents(usually two wheelers). i would suggest , stick to the recommended bulbs. to hell with people who use lights to blind others on the road.
