Hi,
Both Buyer and Seller are responsible for change of ownership. First Seller should provide valid original documents and sign in The form wherever applicable.Original owner will be in trouble if any accidents accurs as vehicle will be in his name. Also seller will be responsible till the RTO in which vehicle is registered gives clearence. Buyer should apply for transfer as soon as sale deed is over and get vehicle transferred to his name. The change of ownership fee will bearound 300 to 500 Rs.

mostly buyer will be liable to pay all charges for RTO,INSURANCE,ETC. BUT IT IS NOT A RULE ,BUT IT IS A CLEAR BY AT A TIME OF PRICE BARGAINING. CAR TRANSFER CHARGES 500/ BUT IF ALREADY IN HP AND PARTY NOT CANCELL IN RC THAN EXTRA CHARGE 400/ AND IF YEARLY TAX PENDING THAT ALSO PAY BEFORE TO.TAKE A SALE RECEIPT FROM SELLER WITH TIME AND DATE
