If I purchase a new car in other state and bring it through transport, do I have to pay road taxes of both the states? what would be the formalities.

Why is the difference in the car price between Delhi and Dibrugarh is not same for different brand of cars for same 1000 cc engine? Tax is supposed to be same for all brands depending on place and engine capacity.
